Place a large pan over low heat. Add condensed milk and milk powder. Cook, stirring, until it gets a semisolid consistency. Add cardamom and melted ghee. Cook again, stirring, until the mixture becomes really thick and leaves the sides of the pan.
Transfer half of the mixture to a plate. Set aside. Add cocoa powder to the remaining mixture in the pan. Stir until the cocoa is really incorporated into the mixture and heated through. Remove from heat. Allow to cool down slightly.
Divide the white mixture into 12 very small lemon sized balls. Divide the chocolate mixture into 12 very small lemon sized balls. Take 1 ball from each color and roll them together. Flatten them carefully into small discs so that one side is white and the other side is dark.
Repeat the process to make 12 two tone pedas.

- You will need to work really quickly before the mixture cools down completely. - If the mixture becomes too dry, add a little melted ghee. - Store the pedas in an airtight container in the refrigerator.
