Preheat oven to 170C / 325F. Line a baking tray with baking paper.
Sift flour, baking powder, baking soda and salt into a large bowl. Using your fingertips, rub butter into flour until it resembles breadcrumbs.
Add ginger, green chilies, coriander (cilantro) and curry leaves. Stir to combine. Make a well in the center. Add yogurt. Knead gently to make smooth dough.
Roll 10 balls out of the mixture. Flatten slightly and place on the baking tray. Bake for 20-30 minutes.
Serve with mint chutney or with soup.
