Heat oil in a frying pan over medium-high heat. Add cumin seeds. Allow to splutter. Add garlic cloves. Sauté, stirring occasionally, for 1 minute or until aromatic.
Add green beans, ground turmeric and red chili flakes (optional). Season with salt. Stir to combine. Add water. Cook, covered, stirring occasionally, for 3-4 minutes or until crisp tender. Garnish with curry leaves.
