Preheat oven to 220C or 420F.
Place ground meat, garlic, onions, paprika, parsley, ground all spice, and lemon juice in a large bowl. Stir to combine. Season with salt and pepper.
Using the palm of your hands, spread meat mixture on a large baking tray in a thin layer.
Using a sharp kitchen tool, divide the mixture into 12 kebabs. Make shallow indents on the kebabs.
Spray with cooking oil.
Bake for about 30-35 minutes or until the kebabs are cooked through.
Turn on the grill. Grill on the highest setting for about 4 minutes.
To serve, spread flatbreads with garlic sauce and top with sumac onions, tomatoes and chopped coriander leaves (cilantro). Add kebabs. Drizzle with lemon juice.
