Place all-purpose (palin) flour, cornflour, and baking powder in a bowl. Season with salt. Stir to combine. Add soda water little by little to make lump-free smooth batter. Leave to rest for 15 minutes. Add chicken cubes. Toss to coat.
Meanwhile heat oil for deep frying over medium-high heat. Add chicken in batches, and deep fry until golden brown. Drain on an absorbent towel. Set aside.
Honey sauce:
Combine cornflour and water to make smooth paste. Set aside.
Reserve 1 tablespoon frying oil. Heat this oil in a frying pan over medium-high heat. Add garlic. Saute, stirring constantly, for a minute or until fragrant. Add honey, rice wine vinegar and water. Season with salt. Add cornflour mixture. Simmer, stirring constantly, for 1-2 minutes or until the honey sauce thickens.
Honey chicken:
Toss fried chicken in the honey sauce. Sprinkle with sesame seeds. Garnish with spring onions.
