In a small bowl, combine all the ingredients except oil. Keep aside for 10-15 minutes.
Heat oil in a deep pan, and spoon in the mixture into hot oil. (If the mixture splits, it indicates that the batter is not thick enough. If so, add more corn flour to make it thicker). Fry until all sides of the fritter has turned golden brown. Remove from oil, and drain on an absorbent towel.
