Heat oil in a large frying pan or skillet over medium-high heat.
Add ground beef. Season with salt and pepper.
Cook, breaking up with a wooden spoon, for about 10 minutes or until browned evenly.
Add onions, ginger, garlic and green chilies (if using). Saute, stirring, for 1 minute or until aromatic.
Add ground turmeric, ground coriander and red chili powder. Saute, stirring, for about 30 seconds or until fragrant.
Add tomato paste. Saute, stirring, for 1 minute.
Stir in coconut milk and water. Season with salt.
Simmer for about 4 minutes or until ground beef is cooked through.
Add garam masala and dried fenugreek leaves. Stir. Heat through.
Garnish with coriander leaves (cilantro).
